Firearms
Ptolus introduces a new weapon group: firearms. Knowledge of how to create them, maintain them, and even use them has rapidly declined. They are therefor becoming increasingly rare (note that even prior to the decline of the empire's technological ingenuity these weapons were uncommon). Ptolus requires a permit to carry such weapons. The permit costs 10gp, and 1gp a year to renew. Only citizens may be issued these permits.
Superior Ranged Weapons
Dragon Pistol: So named because these weapons usually have an iron dragon's head around their barrel so that the shot comes from the dragon's mouth.

i haven't been following any firearms homebrew discussions online, so i don't know the rationale for the dragon pistol's stats, but don't all superior weapons have a +3 proficiency bonus?

I made a mistake, they are supposed to be 1d12 not 1d10.
There are no rules about Superior weapons that I could find in the DMG beyond they should be better then Military weapons. These pistols, if anything, are less accurate then other weapons but they have increased damage (1d12, and high crit).

Hmm... then again, the proficiency bonus doesn't just represent the ability to hit the target but also penetrate armor. I suppose I should think about this a bit more and see what the Ptolus folks think about that.
